increases that you've made in formeryears i and the plans to build five new schools another public schools governor'sleadership team which includes our superintendent andschool board firmly believes that we are on the right path toward i our desired outcome as you know injuly 2013 the board adopted a strategic plan that was the product ayear's worth of work with our community to identify ourcommunity believes after tg objectives and i action stepsfor achieving our objectives

over the next five years as a componentof the strategic plan the school division also engaged in aneight-month facilities planning study laid-back communitysteering committee to determine how to use our facilitiesand programming wisely and efficiently and in the best interest about childrenthe board and superintendent have begun planning for the implementation that study'srecommendations particularly to the north for publicschools transformation initiative which will involve an excitingtransformation and many of our schools

and provide new educationalopportunities for children across norfolk this proposal is designedto support our strategic planning efforts toattract families who are looking for high quality programs for their children the board the superintendent and thescores a community members who have assisted in our strategicplanning and facilities study processes have put a tremendous about aresearch and thought into the true strategic priorities fornot for public schools mister mayor you and our city councilmembers

have continuously asked us tocommunicate to you our school divisions true needs in order to become thecornerstone on this proudly diverse community ourbudget request for the 2015 2016 year was made with those strategic priorities and needs firmly in place the schoolboard's proposed budget reflects our priorities and theresources that we need and that are central to our continued progress early learning

learners our beliefs also focus upon the factthat excellent public education excellent public education and excellentpublic education systems are cornerstones of economic development health but ality and all the above for this community with those beliefs as ourgot an offer public school governance leadership team consisting of the schoolboard and and superintended has sent it all atthe school division's critical work around the five-year strategic plan inthe process of developing

an operating budget for 2014-15 all expenditures and resources as wellas our knees were evaluated in terms of whether they are land with that plan in advance that strategicplan although it is true that north publicschools enrollment has declined by five percent over the last six years approximately itis also true that are operating revenues and expenditures have decreased decreased over the same period of timein the process of developing our

operating budget for fiscal year 2015for example we reduce our base operating costs bynearly ten million dollars and we are continuing to evaluate ourprograms for you efficiency and effectiveness in terms of their results for childrenmeanwhile our challenges have increased exponentially the percentage of students who qualifyfor free or reduced lunch price meals an indicator of economic disadvantagehas increased by double digits in recent years

state mandates across multiple domainsincluding student achievement benchmarks are requirements for technology andonline testing continue to increase in order to me both aboutchallenges an enormous promise about our strategic plan thegovernor's leadership team has requested additional support from the city we appreciate our cityleadership for consistently asking us to reflect our real needs in our budget request does that theproposed operating budget for another public schools

addresses most where is a critical needin order to advance our strategic plan we must continue to attract and retainhighly qualified and highly effective teachers and staff and competition with other localdivisions across our area how the effectiveteachers and staff or center to increase in student achievement across ourdivision therefore a salary increase for ourstaff our teachers an entire staff how asalary increase is urging we must increase thepercentage of students meeting or
